“Declaration of War” very harsh words, but that is exactly what the “Special Interest” have done by going after the true voice and only voice for the people of Moreno Valley. The “Special Interest” have done many things against me to try their best to discredit me in any way possible to try to stop me from returning full power back to the people of Moreno Valley. Here are just a few of the things they have done and FAILED!!!!

(1) Falsely accusing me of being a (Child Molester) during the 2010 campaign by the way (8) people ran and I came in first place! Special Interest FAILED!!!! (2) Falsely accusing me that I had (FELONIES) on my record! I took a Department of Justice fingerprint background check through the MVUSD no criminal history or felonies! Special Interest FAILED AGAIN!!!! (3) Falsely accusing me of (Voter Fraud) no evidence of facts have ever been presented to the District Attorney or in any court of law! Special Interest FAILED AGAIN!!!!  (4) Special Interest have decided that since there lies and deceit are having no effect on me they have crossed the line breaking the “CODE OF ETHICS” and deliberately going after members of my family! This is where the “Special Interest” have declared war against the voice of the people and for that I must not lose sight that I will not rest until full power is restored back to the people! I will never do what the “Special Interest” want from me resign, give up, quit, go away, and say screw the people! Never will that happen I will never bow down to the “special interest” as long as I live and I only answer to the “People” and that will never change “EVER”. One more thing “Special Interest” Mayor Richard Stewart, Council members Jessie Molina and Marcelo Co voted to block me from running for city council in Nov 2012. Guess what you can block me, but you can’t stop me so to all (3) of you KISS MY ASS you scared little boys Mike Rios is back and I’m taking “NO PRISONERS”!!!!! May God have mercy on all of you for the sins that you have committed against “The People of Moreno Valley”!

At last nights council meeting I officially announced that I am running for city council this year! whether it be by recall or moving whatever I do I will run this year! As always I will fight a war, but a war that I can not lose and will not lose! I may not play dirty, I may not play with the spacial interest, and certainly I’m not a puppet or a yes man. What I do have is “THE PEOPLE OF MORENO VALLEY” and to me that’s all I need, and with GOD’s will we will prevail and power will be restored back to you the “PEOPLE”.

(1) FACT: At no time did mvgordie.com accuse Mike Rios of being a child molester, we only reported the FACTS that in 1999 MVUSD Board Member Mike Rios was investigated by the Los Angeles Department of Children and Family Services into allegations of the molestation of his then five year old daughter, an allegation of which they found to be true.

Neither mvgordie.com nor its editor Gordon Tucker Jr. was involved in or any part of those allegations which were filed with the above mentioned agency back in 1999. Furthermore at no time has mvgordie.com, its editor accuse or state in any way that Mr. Rios was ever convicted of such charges.

mvgordie.com did place upon this weblog, true copies obtained from the Superior Court of Los Angeles County of documents in support of the above mentioned allegations.

In 2010, Gordon Tucker Jr. did speak before the MVUSD regarding the need to fingerprint school board members and during this address to the board Mr. Tucker did use Mr. Rios as an example stating that “Mr. Rios had a past which needs to be addressed.”

(2) FACT: In 1992 Mr. Rios was arrested for Felony Spousal Abuse, a crime of violence and at a level which is triggered by the method of abuse as well as the need for immediate medical attention (PC 273.5 (a)).

Again in 1999, Mr. Rios was arrested for several felony crimes ranging from Assault with a Deadly Weapon (firearm) (PC 245 (a)(2)), Willfully Threatening to Commit a Crime Which Will Result in Great Bodily Injury or Death (PC 422), Knowingly and Maliciously Prevent Prevents or Dissuades Any Witness or Victim From Attending or Giving Testimony at Any Trail, Preceding, or Inquiry Authorized by Law (PC 136.1 (a)(1).

Special Note: A Background investigation performed at the security level of the Department of Justice, will not reveal prior arrest, nor will it include matters which are settled in the Family Courts. This security level is the lowest form offered in the area of background investigations. In California various agencies better known as Child Protective Services are Social Services, and do not possess the Powers of Arrest or Prosecution, as such the majority of their cases are handled within the Family Court or Juvenal Court Systems, and are not covered in any background investigation.

In order for prior arrest to be included in any governmentally performed criminal background check, you would need to do so at a security level of F.B.I or a combination of D.O.J and F.B.I., which was not in the case of the MVUSD board members.

(3) FACT: Maureen Warp, an individual Mike Rios referred to as his adoptive mother illegally registered to vote from an address of the home owned by the felon wife of Mike Rios on Palm Shadows Dr., in the City of Moreno Valley. In this matter the person who committed the actual crime has since deceased, there is no one who can be charged. However Mike Rios’ knowledge of such filing is in question.

(4) FACT: Mike Rios’ wife fell victim to their own illegal actions which were brought on by themselves, for this they have no one to blame but themselves for Dora Landaverde-Torres’s pending deportation. It was she who engaged in illegal drug activity which brought on her previous deportation not mvgordie.com or any of the other individuals which Mr. Rios has chosen to indicate such as Board Member Rick Sayre, Iddo Benzeevi et al… It again was her and Mike Rios who chose to illegally thumb their noses at the immigration laws of the United States by Dora’s illegal re-entry into the country one year after her 1997 deportation as an aggravated felon.

Any showing of Mike Rios prior criminal past, his being forced to pay child support through the use of the Los Angeles District Attorneys Child Support Division, the allegations made by his daughter and prior wife as to his sexual assault are not attacks on his wife and family, but is a mere fact of his character or lack thereof.

It is Mike Rios who has become an embarrassment to his family and by needing to be forced to pay child support, as well as the allegations of sexual assault show that it is he who attacks his family.

We now face a City which is deaf to the concerns and desires of its electorate over its own sense of power, greed and entitlements. Citizens stand before those whom they have elected only to be ignored, or chastised for their desire to participate in the process of our local governmental decisions, and the direction of our City’s future.

The deck has been selectively stacked by our local government against its own citizens through actions of secret blue ribbon panels, the formation of public private partnerships between the City and one local developer (Highland Fairview) without any public input besides that which comes after the fact.

These joint partnerships which the City is more than proud to publicize through the news media, as well as the social media, have all been done without one public hearing on the matters, thus cutting the public’s participation out of the equation altogether.

We now see the rescheduling and removal of some of the City’s maintenance, and infrastructure needs shifted to the benefit of one developer to suit his desires, over those of an entire city.

It isn’t just the citizens who are facing this dilemma, but other developers are left to hope and pray that the City will approve their developments over the objections of that same single developer. Even developers of the March Air Reserve Base, face private and public oppositions from the governmental structure of Moreno Valley, again with an aim of assisting the hopes and desires of that single developer.

Tax dollars which should go to serve the whole City of Moreno Valley, are being sucked away to serve the area now known as Rancho Belago, yet another City action which was free form public participation, beyond that of speaking to the deaf ear of the Moreno Valley City Council.  The name Rancho Belago again was the brainchild and desire of once again that same single developer.

That single developer (Highland Fairview), as bullied and lied its way in the City of Moreno Valley for several years now, and has been able to fill almost all aspects of local government with its hand chosen individuals, creating an almost dictatorship over the rights and will of the citizens themselves.

If you were to make a dot to dot drawing of Moreno Valley’s City Staff and its Council Members the final picture would show the face of Iddo Benzeevi (that single developer).

To get an overall look at what has taken place and will most likely continue, you would need to look at how that deck of cards was stacked.

Stacking The Deck:

You may think that this whole mess started with the 2008 election and the hundreds of thousands of campaign dollars which were filtered through the Moreno Valley Taxpayers Association run by then Planning Commissioner and law partner of Councilman Richard Stewart, Michael Geller, however you would be wrong, it started with the many land deals and conditions of sale which took place between Benzeevi, and others who are connected with Mr. Geller himself, and it bloomed from there.

Throughout the years starting in 2008, Mr. Benzeevi has been critical of certain individuals within departments of the City of Moreno Valley, whom he felt were obstructing his goals and plans, those individuals needed to go, and go they did only to be replaced with individuals more to Iddo’s liking as well as their connections with those Iddo has already had put in place.

To do this Mr. Benzeevi needed to seed the City with those he could manipulate, or had other connections to him be it by friendship or past business connections.

First he needed a city manager which would have the authority to hire and fire those which would assist in seeing Highland Fairview’s dreams come true. That’s where the “Blue Ribbon Panel” came into play.

This panel was made up entirely of individuals, who were either friends of Iddo Benzeevi or connected to him through associations or organizations under his design and control (with the exception of the Moreno Valley Chamber of Commerce), Iddo Benzeevi himself a member of this panel.

This panel was tasked with the job of screening applicants for the position of City Manager (the person who could control the hiring and firing of Moreno Valley department heads), but there were problems with this selection process as during the process those who would make the final decision (The City Council) were leaning 3 to 2 for an individual who was not of the liking to Iddo Benzeevi, therefore this secret panel had to be disbanded by going public with its existence, and attacking the then interim City Manager (also someone with whom Iddo Benzeevi didn’t approve of) for offering to fill the job permanently at a greatly reduced salary, an act Richard Stewart felt was underhanded, and a conflict of interests.

Benzeevi’s choice was Henry Garcia, who eventually was hired as Moreno Valley’s new City Manager. But is there a connection in some way with Garcia, Iddo Benzeevi or others in city government?

To answer that question we need to look at the cities of Rialto, Riverside, Moreno Valley and Iddo Benzeevi himself.

We can look at Rialto City Councilman Edward M. Palmer who has been an attorney of record for Iddo Benzeevi. Mr. Palmer was also in office during the Moreno Valley city managers search.

You have Mr. Garcia’s relationship with his girlfriend Rhonda Strout (Human Resource Director for the City of Riverside), and her connections with the wife of Moreno Valley Economic Development Director Barry Foster. Siobhan Foster was the former City of Riverside’s Public Works Director who worked alongside Henry Garcia girlfriend Ms. Strout.

Ms. Foster is facing several lawsuits for regarding wrongful terminations of those who claim she directed them to “gather incriminating information” on other employees who threatened to expose wrongdoing within the City Riverside.

This also leads us to Tom DeSantis, again a an ex-employee of the City of Riverside where he was employed as the Assistant City Manager, once again working in connection to Barry Foster’s wife Siobhan. Mr. DeSantis was hired to fill the position of Moreno Valley’s Human Resource Depart, replacing Mr. Morkus who served a short time in that position having been hired in 2010.

Mr. DeSantis himself is no stranger to controversy over the purchase of Police Department guns by him and former City Manager Brad Hudson and the use of untraceable license plates by top city officials, including DeSantis. Then the alleged brandishing of a firearm and threats made to a mother and child in a Hemet parking lot (Mr. DeSantis was once a member of the Hemet School Board).

We now have Ahmad Reza Ansari, who was recently hired to fill the position of Moreno Valley’s Public Works Director. Mr. Ansari was last employed in the City of Rialto, where he had served under Henry Garcia as well as City Councilman Edward Palmer as Rialto’s Public Works Director.

Moving onto the City’s planning commission, we have Thomas Owings (General Manger of Raceway Ford) a client of the Law Offices of Geller and Stewart, of which ex-planning commissioner and head of the Moreno Valley Taxpayers Association, as well as Councilman Richard Stewart are both parties to. Amber Crothers (daughter of ex-Councilwoman Cynthia Crothers) who was at one time an employee of the Law Offices of Geller and Stewart, as well as used in many of their vicarious lawsuits.

Then there is Meli Van Natta owner of Rancho Belago Realty (which is not located in Rancho Belago) whose business is located within the same building which housed the Law Offices of Geller and Stewart, as well as Jerome P. Stephens II realty offices (a well-known associate and partner with Iddo Benzeevi).

Ms. Van Natta has also associated her realty license with Prudential California Realty, a name which appears throughout the Highland Fairview Corporate Park Project’s EIR as a contact source Highland Fairview regarding issues surrounding the project.

We also have Carlos Ramirez and his own stated connections with Councilman Marcelo Co, an individual who ran and won the district 4 council seat even though at the time he never even resided in that district, but lived within the boundaries of Moreno Valley Council District 1.

On Thursday January 19^th, mvgordie.com made a call in to the on-line radio show of MV City Link, during our conversation we touched on several issues from warehousing, jobs, the national and local economy as well as information regarding Thomas Krantz and the issue of anti-dumping duties and its effects on Skechers U.S.A. Inc.…

During these exchanges mvgordie.com was asked if they could back up statements it had made regarding the anti-dumping issues as well as Thomas Krantz and his comments related to the development of the City of Redlands, of which he is a resident of.

As normal, mvgordie.com responded with the following “We wouldn’t say if we couldn’t prove it.”

It was then requested that we do just that, and place upon this site proof of what we had offered on the air during the MV City Link on-line talk radio show of January 19^th.

What mvgordie.com had stated in regards to anti-dumping duties was that Skechers U.S.A. Inc., has suffered from special duties placed upon its shoes which were manufactured in nations such as China, Vietnam and Malaysia.

These anti-dumping duties which were put in place by the European Union, Brazil, and even Mexico, were put in place to protect their own shoe manufactures from having to compete with shoes made in the above mentioned countries at price which the importing countries own shoe manufacturers could not evenly compete with. Such dumping of their good into the import nations came at a cost of jobs, and overall national income derived by the home nation manufacturing of likewise goods.

These anti-dumping duties caused shoe manufacturers such as Kingmaker, who is Skechers number one manufacturer of the shoes in China, Vietnam, and Malaysia, to face profit losses which in effect trickled down to Skechers themselves. This loss however could be overcome by simply moving the manufacturing to a country which was not on the list of those subject to the anti-dumping duties assessed by the EU, Brazil and Mexico.

This was done by creating a new manufactiong plant in Cambodia by Kingmaker with the assistance of Skechers.

Although the anti-dumping duties were rescinded in beginning March of 2011 by the EU, they continue to watch the market and trade trends within the shoe industry, and are poised to seek the same anti-dumping duties that were adopted in 2006, and extended in 2009. Any such new anti-dumping duties would be a financial blow to Skechers who have seen the profits dwindle over the past few years as a result of the poor economy.

But not to fear, Skechers could simply import their shoes into the United States and use it as a point of exportation abroad, this would eliminate the threat of anti-dumping duties by placing the EU, Brazil and Mexico in a position of placing the special duties upon the United States, an at which would not be seen as friendly to their number one importer. That’s where the Free Trade Zone issues come into play.

The free trade zone approved for Skechers covers not only the importation of their products into the U.S. and its markets, but for the re-exportation of their products outside the United States.

Now we move onto Mr. Krantz one of the individuals who spoke to the citizens of Moreno Valley during its presentation of the new “golden triangle,” no not the one which included medical facilities, but the one with all the warehouses. During this meeting Mr. Krantz spoke highly of the idea of using up Moreno Valley’s only open space for a mega warehousing zone, one of which would be the nation largest.

mvgordie.com however questioned his NIBY attitude in regards to the use of, and preservation of Moreno Valley’s only real open space for such uses. Mr. Krantz doesn’t seem to hold those same feeling when it comes to his own home city of Redlands (this doesn’t even touch on why the City of Moreno Valley brought in two individuals from outside the city to tell us what our city needs, or wants).

During the show mvgordie.com mentioned a new article regarding the growth of the City of Redlands in which Thomas Krantz made the following statement:

 ”Growth is going to happen, but we want to make sure Redlands doesn’t get bowled over,” said Mayor Jon Harrison. “We are at the point where we need to define Redlands for the 21st century.”

 But others say “growth is already taking its toll and that the best the city can hope for is to wring enough taxes and fees from development to pay for services while protecting vestiges of open space and landmarks, such as the historic neighborhoods and downtown, an oasis of shade trees and old brick buildings.”

“We don’t have much time to figure out a better way to balance growth with the city’s economic needs,” said Tim Krantz, a lifelong Redlands resident and a professor of environmental studies at the University of Redlands. “We are definitely at a crossroads. It’s a 50-50 shot if we are really going to seize the day and the opportunity.”

As you can see, Mr. Krantz takes a whole different approach when it comes to his back yard then when it comes to ours, but then why not, Mr. Krantz was and most likely is still associated with Michael Brandman  Associates, the firm that was used to perform the Environmental Impact Report for the Highland Fairview Corporate Park Project, and is now being touted as part of the new “partnership” between the City of Moreno Valley and Highland Fairview for the development of the “World Logistic Center” which will occupy everything east of Redlands Blvd., south of State Route 60, north and south of Allessandro Blvd. and as far east as Gilman Springs Rd…

Mr. Krantz stand on issues outside of Moreno Valley, conflict with those he now exposes toward our city, one of which he doesn’t reside. He stood against the building of a simple hotel near Big Bear Lake, citing “human encroachment” and its effects on native plants and their habitat, however here he doesn’t share that same concern over our vestiges in maintain open spaces or the existence of a federally set-aside of land just to east of this proposed devilment for the preservation of wildlife.

Although correct, these building in and of themselves do no more than remove open space, native plants, and animals as they are merely just building whose effects beyond that would be in the form of water usage, power usage and emissions from their normal operation, what is missing in this equation however is the side effects of their overall operations which will bring in semi-truck traffic which run on diesel fuels.

These diesel fuel operated trucks although now running on cleaner fuel will still have an overriding effect on the surrounding area, even the wildlife preserve to the east as these trucks will deposit soot upon the surrounding area causing a negative effect which will over time all but wipe out the area set aside for the protection of natural species.

It is therefore the conclusion as stated on MV City Link, that Mr. Krantz is in fact a NIMBY, and is more than likely going to receive a good sum of money for his University of Redlands, or maybe for his own use in the area of the ecosystem.

Did I mention Thomas Krantz, his wife Lynn and their love of wine and vineyards; you do know Iddo Benzeevi has plans of his own for the same type of venture?

These so called partnerships or in words only, however will come at a cost to the citizens of Moreno Valley, as it has already been stated by Mayor Richard Stewart, “we are leading the way with over 75 million dollars in infrastructure projects,” all this aimed at development of a medical corridor between Cactus Avenue and Iris, or more specifically on the site of the AquaBella Project owned by Moreno Valley Properties (Highland Fairview).

These infrastructure projects come at a cost to services and maintenance of the city of Moreno Valley as a whole. Now here comes this new partnership, with its details yet to be disclosed but be sure it too will come at a cost to the City of Moreno Valley, as well as its citizens, with the true benefit going to one preferred developer.

Where will this money come from, where will the cuts be made?

Again will the City of Moreno Valley be a true partner in this so called partnership and reap the benefits of the profits made by these upcoming developments. When we say reap the benefits, we mean portions of the lease payments, as this is how most partnerships works. Will we have a say in who we allow to occupy our new buildings (stressing the words “our new building”)?

It would look as if the City of Moreno Valley has become the older bastard brother of its brother to the east known as Rancho Belago. Moreno Valley proper is going to be used to the benefit of Rancho Belago, with total disregard for the needs of Moreno Valley. We have seen this already with the planned diversion of taxes from their original purpose to fast track Rancho Belago infrastructure development.

With 30 years of cuts to services to Moreno Valley as a whole due to the redirections of Gas Tax revenues as well as Measure A Taxes, Moreno Valley will get the short end of the stick. Southern California Association of Governments (SCAG) has already predicted that the much needed Gas Tax revenues will be fading away over the following years (source: SCAGS’s Sustainable Communities Strategy  Regional Transportation Plan), so where is the revenue going to come from in Moreno Valley to offset this reduction in tax revenue, new taxes, the general fund, where?

You can simply look at Moreno Valley’s CIP for the years 2011-2012 and see that all needed roadway and infrastructure improvements for the “Area of Opportunity,” are unfunded. How can this be, we just had a major development in that area by Highland Fairview, yet the developer portion of those capital improvements all show that the developer portion is “UNFUNDED,” (well that’s where this partnership comes in). You see Highland Fairview didn’t have the funds for the first phase of the Highland Fairview Corporate Park Project as they had claimed in 2009 in Benzeevi’s statement that “the project was 100% privately funded through their investors,” yet it wasn’t until Skechers entered into a joint venture corporation with Highland Fairview. Part of that joint venture corporation involved who was responsible for what, and why it was formed in the first place. Highland Fairview was to supply the land and oversee the development of the Skechers distribution center, and Skechers was to seek and finance the entire development.

What will be any different now, Highland Fairview will simple do the same thing, use the City of Moreno Valley for infrastructure work and funding, seek a business in need of a distribution center that is willing to pay for its development and Highland Fairview will kick in the land which it already owns and bought at a very large discount price.

Furthermore this claim that Iddo Benzeevi owns most the land remaining in Moreno Valley needs a deeper look, the question is dose he?

A look at the EIR performed by Michael Brandman and Associates would suggest Highland Fairview, or at least Iddo Benzeevi didn’t own the land that Skechers is now sitting on, to the contrary it shows the property individual connected with approximately 50 businesses.

Moreno Valley city government has lost sight on which they represent, the people of Moreno Valley, and not any one business entity. Also they have ran around their constitutional requirement to protect the citizens for which elected them to office, all for the short time benefit of feeling high on special entitlements, ability to rub elbows with prominent people, and fear, yea fear of what may happen to them if they don’t agree with the likes of Iddo Benzeevi, however all that can change if the citizens of Moreno Valley wake up in time and take action. Such action can be taken in November at the polls, as well as writing your State Attorney General’s Office as well as The Riverside County District Attorney’s Office demanding an investigation into the dealing of the City in an expedited fashion.

Also the term RICO comes to mind as well, as the monies that Highland Fairview does throw around come from the State of Florida, if those monies are used in any way to criminally control government, that would constitute an interstate use of funds for a criminal enterprise, that would be enough for the F.B.I. to be able to get involved with such an investigation (however these people need more than mere suspicion, they need some form of compelling information to trigger their involvement).

Was this as a result of not wanting to be connected with Azimuth Logistics, and Azimuth Logistics Center which are based out of Moscow and Saint Petersburg Russia?

That sort of coincidence, along with Highland Fairview’s partners Julius and Eddie Trump and their ongoing relationship with Vladimir Putin in attempts to open up the western markets to the ex-Soviet Bloc couldn’t be a good thing at a time Highland Fairview and Skechers were seeking the approval of a Free Trade Zone in their area of planned developments.

mvgordie.com has updated some information regarding the partners in Highland Fairview, and their more recent involvement with ex-Soviet bloc nations. These nations are not known to be friendly with the United States, Democracy or the beliefs of the people of the United States, in fact Vladimir Putin himself an ex-KGB agent.

With the largest employer within Moreno Valley being that of the United States Air Force (March Reserve Base), why is it that our local government is so eager to bed up with individuals with questionable connections and goals?

Skechers itself employs contract companies such as Kingmaker, whose locations of operation are in countries such as The People’s Republic of China, Vietnam as well as Cambodia. Companies such as Skechers are one of the main reasons for high unemployment within the United States.

When companies chose to manufacture overseas, and only store and distribute their products here for sales within this country, we lose out on the jobs which manufacturing and bring to our country. When you are told that these mega warehouses are jobs creators, think again.

These mega warehouse’s are built for the purpose of lowering overall operating cost by lowering the amount of employees needed to operate several facilities. Furthermore the trend of overseas manufacturing (shipping our jobs overseas), is what has created this demand for warehousing and distribution within the Inland Empire.

Our complicity in giving into such developments further assists in the creation of jobs overseas, at a cost to our employment needs here at home.

One way to bring those manufacturing jobs back here would be to reduce American corporation’s ability to produce overseas by not allowing them a place to hold and distribute their products. This type of action would either force the business to close, or bring its manufacturing operations here, thus creating much needed jobs for Americans.

Classic example is Skechers U.S.A. Inc., an American corporation, who not only doesn’t manufacture a single product they sell, they have them made in foreign countries only to dump them here in the United States, at a cost to American jobs. These massive warehouses create jobs overseas, and reap financial benefits upon foreign countries (in most cases by exploiting their own people including children), and do nothing but offer low employment within the United States, all the while profiting greatly through the sales of their products to a nation of people they refuse to employee.

This will be an informative meeting only, no question will be allowed during the meeting which is actually a presentation made by the City with the assistance of well-known economist John Husing. The meeting will be held on January 18^th, 2012 at 7:00 P.M. at the Moreno Valley Community and Recreation Center, located at 14075 Frederick St., Moreno Valley, CA…

As no public input or questioning will be allowed during this presentation, it has been stated by the City that a phone line and a website will be setup for those purposes.

mvgordie.com takes no real position on this planned meeting beyond the point it seems to be more or less a propaganda ploy between the City of Moreno Valley, and the development company Highland Fairview aimed at justification for prior and future actions by and between the two parties.

As can be noted by the flier below, the targeted area of opportunity is shown on a map as that land which is either owned by or just under the development of Highland Fairview (note the wording “owned by, or just under the development of Highland Fairview,” for that will be addressed at a later date).

mvgordie.com questions the governmental involvement in promoting a private land owners land and development future in this way. When the government gets involved in such actions, it is ripe for acts of conflicts of interest based on bias, bias which can be identified by and through its prior acts and current actions. These types of actions can foster corruption within city government as the government has taken a favoritism approach toward one individual, corporation, land owner and developer, over that of others within the same city.

Moreno Valley cannot continue to ask why citizens speak out against a single developer, while they the City continue to openly show such bias and favoritisms toward that same developer. It is the City of Moreno Valley, and Highland Fairview itself who foster such resentments by and through the prior actions as well as current ones.

People should note as well that Mr. Husing himself has shown to not be so accurate with his economic forecasts and predictions, and when challenged he simply states his detractors just don’t understand the Inland Empire. Well Mr. Husing, tell us again about your predictions on the housing situation in the Inland Empire, is it worst over, is housing development still the best investment in the Inland Empire as you have previously stated?

You were wrong then, what guarantee to we have you won’t be wrong again?

In December of 2011, Mr. Husing stated the following in a news article (source: The Press-Enterprise, Dec. 12th, 2011, titled “Will New jobs Help Commercial Properties?” )  :

Redlands-based economist John Husing said the area’s office market was heavily overbuilt in 2007 when the residential real estate markets crashed. The vacancy rate is still at 23.8 percent because a lot of that space was built in the mid-2000s to accommodate residential development firms.

Now it will take a comeback in housing to get that space occupied again, and Husing said that could take several years.

“If employment grows fast, it may cause some demand, but we probably have to solve the housing problem first,” Husing said.

Is Mr. Husing now going to say that industrial development needs to come first?

“The Inland Empire’s housing market has passed the point of falling prices, signaling that the worse of the housing crisis appears to be over,” Inland economist John Husing said in a quarterly economic report published this month by the San Bernardino County Associated Governments.

Mr. Housing has also stated the our Inland Empire economy is held back due to our lack of edecated adults.

“Conversations led Husing to conclude the field of education, particularly the Inland Empire’s relative dearth of degree-holding adults, is the No. 1 source of problems the region’s business leaders need to solve in order for the people of the Inland Empire to control their economic destinies.”

“There is no such thing as a poor, well-educated community,” Husing said before saying about 48 percent of the region’s adults over the age of 25 have never taken a single college class.”

“Second only to education, Husing said, is the imperative for job creation.”

How then does warehousing address this issue in Moreno Valley, when the area he will come to speak about, and the land owner and or developer has chased out of the area and caused massive delays in the addition of additional schools aimed at reducing overcrowding one of the main causes in lower education levels. If education comes first, where does this type of action fit in?

As for the environment, John Husing feels that too much emphasis is given to this issue through the use of CEQA laws and requirements. Mr. Husing goes further to state such issues should be taken out of the hands of the voting public, and placed only in the hands of elected officials and government agencies. Such actions as that opens the door for corruption within the government, developer relationship, and removes from the process those most concerned and effected by their local environmental atmosphere.

“Excuse me, we have a construction depression. To have that held up because of bureaucracy is beyond stupid. It’s criminal,” he said.

“Husing said the power to file CEQA lawsuits should be limited to an official power, such as the state Attorney General’s Office.”

Husing is now the Inland Empire Economic Partnership’s (IEEP) chief economist, an organization which is in the process of changing its original mission to one of a vocal supporter of business and development in the Inland Empire. The IEEP also has a new political action committee aimed at supporting those who support its member’s views; those members include Highland Fairview and Iddo Benzeevi.

It is no wonder he will be coming to Moreno Valley to address the economic needs of Highland Fairview. Highland Fairview’s Iddo Benzeevi has a mission here in Moreno Valley and absolute control is needed for him to see his ambitions through to the end. Benzeevi is no fool when it comes to positioning himself in organizations and boards which he can use to benefit his agenda, he has shown this trough his memberships and position upon the Riverside Economic and Workforce Development Board (with the assistance of Marion Ashley), the Riverside County Regional Medical Center Foundation, board member for the Riverside Community College Chancellor’s Inner Circle, as well as other local college steering committees.

That which Highland Fairview can’t control through social manipulation, they will do so through financial manipulation or through Jerome Stephens, who acts like Highland Fairview pathetic attack dog.

However if you watch the following video’s and view the documents provided here, you may disagree with his contention, and view him as not only the one who should feel silly, but be embarrassed for making such an ass out oh himself.

Please watch the next video below, which will show how Financial and Administrative Services Director Richard Teichert, takes the liberty of acting like a slide rule to move the project north on Nason St. to the area between Alessandro and Fir, in an attempt to mislead the public, as well as the City Council of Moreno Valley regarding this issue, not to mention deflect the criticism from the public away from Highland Fairview and Iddo Benzeevi.

To fully understand the citizens positions, and why they have voiced such concerns as to a development which is not yet a project or which may never be developed, and how these roadway improvements were  set in motion through re-sequencing of capital improvement projects so as to assist in its development, you will need to read the documents provided below, as well as watch the video presentation presented by the City of Moreno regarding the project which is set to benefit from this and other planned roadway improvements known as the Highland Fairview Wellness Campus.

These documents were obtained through the Moreno Valley city website; the 2011 documents were obtained again from the City of Moreno Valley, and were also included as attachments to the complaint filed with the Riverside Superior Court on September 9^th, of 2011 by the City of Moreno Valley, and are therefore assumed to be truthful in nature, as they were submitted by the City as legal documents pertaining to their civil action.

Well we think this shows what these re-sequenced roadway improvements are all about, it’s is about protecting Highland Fairview from having to pay for the infrastructure and roadway improvements which are contained within their AquaBella development agreement as noted in our post titled,” A Look At The Highland Fairview Wellness Campus As Can Only Be Seen Here At mvgordie.com.”

In light of the information provided here at mvgordie.com, we feel that the following citizens of Moreno Valley deserve an apology from Mayor Stewart as well as Richard Teichert, and Councilman Molina for their actions that night.

The project itself has been pushed by members of Moreno Valley’s City government as a joint public and private venture, one which Moreno Valley through the use of taxpayer dollars, and elaborate financing schemes will lead the way by putting in over 75 million dollars in infrastructure improvements alone, with the idea such spending when the City is near bankrupt will stimulate growth, jobs and tax revenue, but the question is, to what extent. Will we see a complete return on our monies to the point of making a real profit on the costly investment, will we ever overcome the long term loss of service as a result of the need to barrow that which we don’t have, will we truly be a joint partner in the business aspects of the development and thus gain a portion of its profits, these are real hard questions which need to asked.

Now let’s focus on some of what the City isn’t willing to discuss (as noted in Mayors Stewarts refusal to answer my email regarding this exact topic).

No contract exists between those the City of Moreno Valley claims are parties to this “strategic partnership,” in fact all parties with the exception of the City of Moreno Valley have denied any such partnership exists.

Although the video which was presented at the Mayor’s State of The City function, had Highland Fairview written all over, the CEO and President of Highland Fairview, Iddo Benzeevi himself denied any desire or partnership with this project during a meeting of Moreno Valley citizens in September of 2011 which was held at Round Table Pizza in the Rancho Belago section of the City, what he did state however was “if the City wants his land, they will have to pay for it.”

Do we believe what he said? No, for when it comes to Iddo Benzeevi, “The truth is just another form of fiction.”

The motive behind the Nason Street extension to Iris Avenue:

Nason St. itself dead ends south of Cactus Avenue in the area of where John F. Kennedy Dr. would have continued westward toward Lasselle St., had it not have been removed from the City’s street system as a result of Moreno Valley Properties (or Highland Fairview’s or whatever LLC they are hiding behind these days) AquaBella Specific Plan. This situation creates a big obstacle for the Highland Fairview Wellness Campus should it ever reach true development status, as the campus is said to be planned east of the new Nason Street extension (which currently doesn’t exist).

Such a situation poses problems for Highland Fairview for several reason, one of which is the lack of money, the other is an existing development agreement with the City of Moreno Valley which would trigger their need to fulfill its contractual agreements of infrastructure improvements and various roadway improvements as set forth in the existing AquaBella development agreement, some of which include the Cactus Ave. widening from Lasselle Street to Nason Street, and Nason Street Widening from State Route 60 to Cactus Avenue, those thing that are now set to be paid for at the taxpayers’ expense.

Although the City staff of Moreno Valley has stated during open public council meetings under questioning by Councilwoman Hastings, that AquaBella is no longer an existing project, they have stopped short of using the verbiage which would indicate it will never be happening, opting for words such as “technically or generally speaking,” there is no AquaBella. This is nothing more than legal speak aimed at avoiding the use of words which would declare AquaBella as a permanently canceled project. It is our belief that it is for the lack of direct answers, or at times outright deceptive answers by Barry Foster, City Manager Henry Garcia and others within the City staff, Councilwoman Hastings has taken her stance on non-approval for the funding of the roadway improvements in that area (a wise move on her part).

You see even with the City’s claim of AquaBella “technically” being dead, they claim the development agreement still stands, therefore any movement by Highland Fairview to begin any form of construction upon the land covered under the existing development, would free the taxpayers from the financial burden of any of the roadway and infrastructure now being placed on their shoulders, and would place it on those of Highland Fairview, regardless of the AquaBella development, which is where it should be.

Years ago when Moreno Valley Properties (Highland Fairview) sought the AquaBella Specific Plan, it was they who requested and had removed from the City’s circulation plan Nason Street through to Iris Ave., as well as the full connection of John F. Kennedy Drive from Lasselle Street to Nason, as well as pedestrian walkways and bike paths.

However now that (even though they don’t admit it) they wish to develop in an area which has no roadway access (Nason St.), they want to do so on our dime.

It is sort of like their Highland Fairview Corporate Park Project (Skechers), there too was a project that if not for their land, was a project developed on someone else’s dime, that project was only made possible through the formation of sever joint venture LLC’s between HF Logistics (Highland Fairview) and Skechers U.S.A. Inc., by which Skechers became the sole funding source by seeking and obtaining constructions loads by using it business and inventory as collateral for securing its funding.

Here Highland Fairview has a situation to benefit in many ways, it is removed as the legally responsible party for all the planned roadway and infrastructure improvements the City is now poised to commit itself to, the City will need to purchase from Highland Fairview (if Highland Fairview doesn’t donate the land without some form of strings attached) for the extension of Nason Street through to Iris Ave. as well as any frontage land need for the widening of Cactus Ave. from Lasselle to Nason, this is a win win for Highland Fairview, however a large costly gamble for the City of Moreno Valley.

Of course there is also the Capital Improvement Projects scheduled around the Highland Fairview Corporate Park Project by the City, and all Highland Fairview needs to do is wait it out, and those too will be completed at the taxpayers’ expense, as developers are not required to pay for improvements which a city performs  at its own expense.

We haven’t even touched on the infrastructure and roadway improvements which have already been done or are in the process of being performed which were requirements of Highland Fairview to do in the event of any movement upon its AquaBella Project site, such as the Nason Street SR60 interchange, and Lasselle St. widening from John F. Kennedy Dr. to Allessandro Blvd., (maybe next time).

Now we can move on to debunking the claims made by Mayor Stewart and others within the governmental structure of the City of Moreno Valley, which claim that this Medical Campus was the idea of Moreno Valley’s new City Manager Henry Garcia.

In order for this to be the case, Mr. Garcia would have had to be our City Manager back in 2010, however we all know that not to be the case, in fact he didn’t come into play until February of 2011, that’s not to say that some form of communication didn’t take place prior to his selection as our new City Manager prior to his hiring by the City, however that would be quite unusual for such collusion to take place between a City and a not yet to be chosen City Manager, however this is Moreno Valley, and Highland Fairview’s Iddo Benzeevi was on the “blue ribbon panel”  along with many of his close associates which was tasked with selecting  our new city manager (that is until it got leak out that there was such a panel).

The truth is Highland Fairview had already voiced its desire to place such a development within its AquaBella project area as early as April 5th, of 2010, long before Henry Garcia.  The letter from Highland Fairview, which shows who truly came up with this concept and when can be viewed by clicking the link bellow.

The only thing Henry Garcia has accomplished from his date of hiring to today, is assist Highland Fairview in any way possible to seek control over the development of Moreno Valley, up to and including the designation of all areas east of Redlands Blvd. for the use of warehousing and distribution, something Highland Fairview sought in its EIR in a letter submitted by CB Richard Ellis which stated the applicants desires for a “modified logistics general plan,” for all areas east of Redlands Blvd…

For those of you who watch the Food Network it’s like they say, “If it smells fishy, don’t buy it,” and when it comes to the City of Moreno Valley it has been smelling a little fishy for some time now.

1. Speed up the construction process.
2. Buy it.

HF Logistics- SKX (Highland Fairview and Skechers U.S.A.) have bought, pushed and threatened their way through almost every aspect of the Moreno Valley development process, they have had their Development Impact Fee’ s pushed to the end of development  (issuance of occupancy), had their performance and labor bonds reduced even while liens, and foreclosure proceedings were filed on phase one of the Highland Fairview Corporate Park Project (even though City regulations state that bond reductions cannot take place when a lien is placed on the development).

Then came the need for early occupancy of the building as leases in Ontario, Ca. were running out of time.

Skechers hoped to be able to occupy its new concrete monstrosity by April of 2011. Not a problem in Moreno Valley however, we have new ideas on development which are aimed at setting us apart from the surrounding communities, you can actually buy your way here, the cost, around $10,000.00.

That’s right; $5000.00 per council vote, not a bad price considering the alternative would cost you hundreds of thousands of dollars.

This is all fine and dandy however the people have never been asked the form of Mayoral system they would to have; instead the City Council is intent on forcing down the throats its form of Mayoral system regardless of the options available to the people.

The form of Mayoral system they have chosen on our behalf is a Weak-Mayor system, one which is simply symbolic in nature and will cost the taxpayers of Moreno Valley a great deal more money than its alternative. It will also require the redistricting of the City yet again along with the addition of a new Council Seat, all of which will come at a cost to the taxpayers.

At Tuesday’s meeting one of the items regarding this Mayoral issue will be the hiring of yet another redistricting consultant for a price of around $26,750.00 (plus $125.00 per page in Spanish translations).

Moreno Valley just went through the process of redistricting in 2011, and the City wants to do it all over again?

This doesn’t even mention the cost of new office space, salaries and special perks and benefits.

What about our highly paid City Manager, what will his powers be, will they be affected by this change, or remain the same?

The decision as to the type of Mayoral system we the citizens want should be a decision we make as the electorate, and not one made on our behalf by a questionable City Council and staff.

California has two forms of city government: The Council-Manager system and the Mayor-Council system.

Council-Manager System:  In the council-manager system, the city council hires a manager to oversee the day-to-day administration of the city. The city manager has authority to set budgets, appoint department heads, and manage the day-to-day operations of the city. The city council has the power to pass and enforce local laws, which means that it holds both the executive and legislative powers in the city. 

 Mayor-Council System:  In the mayor-council system, an elected mayor serves as the chief executive and the city council serves as the legislative body. There are two kinds of mayor-council      systems: a weak-mayor system and a strong-mayor system.
Weak-Mayor System:  In the weak-mayor system, the mayor is selected from among council members and shares executive powers with the city council and with other elected officials. He or she does not have the sole power to set budgets or make appointments to government positions but instead must share that power with the council. In many cases, the mayor’s role is reduced to a      ceremonial one, and the real authority is held by the city council. In the form of mayor the City of Moreno Valley seeks is in fact a weak form of mayor, as he or she will sit with the City Council and participate in its legislative actions, and will hold no more power than the city council members for which they sit. Thus the need to address the number of council seats, and their respective districts, as California law requires there to be an odd number of council members.

Strong-Mayor System:  In the strong-mayor  system, the mayor is elected by the people and serves as the chief  executive officer. The mayor has the power to appoint city officials and prepare budgets, as well as to veto legislation passed by the council. The city council serves as the legislature, with the power to approve budgets and override mayoral vetoes. This form of mayoral system would not require the addition or subtraction to the makeup of the current City Council, as the mayor would be independent of the council.

With the council Moreno Valley already has, do we really need just another face in the crowd, a strong mayor is the best option for our City, as it would take some of the outsider control that has been gained over the years of our current council, something they may fear and the reason behind their decision to opt for a weak mayor.

Bottom line is, whatever form of Mayoral system Moreno Valley gets, it should be at the choosing of the electorate, and not our questionable City Council.

Now here is the reason why:

Highland Fairview in 2009 requested the City’s assistance in seeking State-Local Partnership Program Funds (SLPP) for grant monies for four projects, of those were Eucalyptus Ave., between Redlands Blvd. and Theodor St., the other project was Cactus Ave. between Lasselle St. and Nason St…

Of the four original projects only the Eucalyptus Ave. project and the Cactus Ave. project received the approval by the California Transportation Commission.

The two grants were for a total of two million dollars, one million per project, and were approved by the California Transportation Commission on January 21^st, of 2011. However there is a catch to these grant funds in the way of time. The City as the applicant (on behalf of Highland Fairview) had only six months to award the projects for construction (or by July 31^st, of 2011).

The Program Supplemental Agreement for the projects were received on March 25^th, 2011, at which point they needed to be approved and returned to Caltrans by May 25^th, 2011 fully executed or risk losing the grants altogether.

That is why on April 26^th, 2011, the City Council approved the re-sequencing and funding for the Cactus Avenue street improvement project.

Even more interesting is how a project (the AquaBella project) which has been stated time and time again as a non-project and is dead, was used to obtain these grant funds by the City on behalf of Highland Fairview, the same company which will benefit from the Cactus Avenue street improvements, not only in removal of its contracted obligation to perform the improvements as its sole financial obligation, but through the City’s need to purchase land from Highland Fairview in order to perform the improvements, not only to Cactus Avenue, but the extension of Nason St. through to Iris Ave…

As you can see, the above actions were needed to assist Highland Fairview in their quest to seek government assistance in the way of grant funds (which consist of taxpayer monies).

Forms of voter fraud include registering to vote in a district, for which the registrant doesn’t reside, seeking others to do the same, paying for votes, intimidation at the polls, improper vote counting etc…

Here we will be looking at illegal voter registration. While we do this, keep in mind that this act affects vote counts within a given electoral district. On the large scale, such as a nationwide election, it may not even change the outcome of an election, however on smaller local district elections; it can sway an election in one way or another. Either way, it serves to illegally interfere with the voting process.

The discussion will be regarding an individual named Maureen A. Warp, and her registration to vote using the address of a home owned by the alleged wife of Moreno Valley School Board Member Mike Luis Rios (true name Luis Miguel Rios) who is currently being held on immigration charges in the Santa Ana City Jail on an I.C.E. hold as a result of illegal re-entry into the country following her 1997 deportation based on an aggravated felony drug conviction in 1996.

Mrs. Warp in 2008 while residing with her husband John Timothy Warp at their residence on Peoria Lane in the City of Moreno Valley changed her voter registration to the Palm Shadows residence owned by the Rios’. Given that Maureen Warp resided at a location other than the one she registered at, constitutes a felony act of voter fraud as defined under California law (as well as all other 49 states and under the federal law as well).

Maureen Warp used this Palm Shadows address to actively participate in the 2008 election, and even voted at the precinct setup for those within the area of Moreno Valley which included Palm Shadows.

Her registration from Palm Shadows continued through 2009 according to the voter rolls obtained by the Riverside County Registrar of Voters; however at this time we are unsure about her voting actions or location in the 2010 election cycle; however we are working on obtaining that information.

The Rios home on Palm Shadows was at the time a rental property, and was rented out to a family which didn’t include Mrs. Warp in any way. During this period, the Rios family resided at their Cantabria Ct. home also located within Moreno Valley’s Council District 3 as was the Palm Shadows location, however for obvious reasons, only Mike Rios was shown as a registered voter from that location.

As many know, Maureen Warp was referred to by Mr. Rios as like yet another mother to him, they had a very close relationship, and she was one of his most outspoken supporters of Mr. Rios, even to the point of engaging in defamatory acts on his behalf before the Moreno Valley School Board. So it is not a far cry to assume that some collusion had to have taken place between Mr. Rios, and Maureen Warp in the decision for her to commit voter fraud in using his address for illegal voter registration.

Unfortunately, Mrs. Warp is free from prosecution for her illegal acts, as she passed away September 16, 2011 from cancer; the question now is what to do with Mr. Rios?

These acts could not have taken place without his assistance, or possibly he himself was the one who registered Mrs. Warp at that address, something we may never know without some form of governmental investigation into what took place, what is known is he had to have had some intimate knowledge of the act, and should be held accountable for it.

We will be looking deeper into this situation in the near future, until then, we are sure Mr. Rios will find some sick way to use this information provided to you as a means of crying out and playing the poor victim card once again before the Moreno Valley Unified School District.

mvgordie.com had made an email request to seek answers in a truthful nature from Mayor Richard Stewart in regards to public comments and statements made on the record during numerous city council meetings, however no response to the questions asked has been made by the Mayor.

Well I guess if you can’t answer truthfully, or the truth will go to prove that prior statements were in fact incorrect and or misleading, the best answer would be no answer at all.

Although the questions asked were problematic for the City, the public has a right to know the answers, after all the questions were $75 million questions.

Here are the questions which were asked:

Dear Mayor, 

With your last council statements of the need for City Staff and Council to keep the public informed of the truth, by correcting misstatements of facts etc. made by members of the public, maybe you could clarify a few points of interest to me as to some of the falsehoods, misleading statements and so on made by you and members of the City Staff.

Here are just a few which need addressing: 

1.       With the Mayor and City Manager publicly announcing a joint venture between The City of Moreno Valley and Highland Fairview for a mixed use medical complex along Nason Street, can you please tell the public where they can obtain a copy of this publicly announced agreement which we are moving forward through the spending of $75 million in roadway improvements? 

2.       It seems to have slipped my mind but the public hearing on this joint public private project was held when? 

3.       Why is it that the term medical corridor is being misused as to what actions were taken by the City Council on September 26^th, 2006. When that action only limited development in that area to developments which would be compatible with existing medical facilities in the area, and not that development in that area was to be for medical use only? 

4.       Why is it that the Mayor continues to rain down praise upon the City Manager for actions which were not of his making, but were directly out of the playbook of Highland Fairview, and merely appeased their (Highland Fairview’s) desires? Such as designating the eastern edge of Moreno Valley as Industrial (Distribution and Warehousing) Zone, which was the desire of Highland Fairview, and was plainly stated out within their EIR for the Highland Fairview Corporate Park Project, in a letter submitted on their behalf by CB Richard Ellis, as well as converting the use of a portion of the Aqua Bella Specific Plan, to a mixed use medical complex, as stated by Iddo Benzeevi in a letter to the City of Moreno Valley in 2010 regarding Highland Fairview’s desire to keep its development agreement for Aqua Bella active during its annual review. 

5.       Why would the City enter into an agreement to the tune of 75 million dollars with Highland Fairview, when it wasn’t able to finance its Corporate Park Project, and needed to create several joint venture corporation with Skechers, in order for Skechers to seek the funding for the projects construction, with Highland Fairview only supplying the land for which the project sits? 

6.       Has the City even taken the time to see how and whom is paying off the sub-contractors for the Highland Fairview Corporate Park Project, to see if Highland Fairview is even a financially solvent company?

Now did those questions seem to hard to address?

What was interesting however was how the all references to the “Medical Complex” was avoided until the City Manager mentioned it, Mayor Stewart only referred to it a “The Thing.”

Dora Landaverde-Torres

Two months late, but the Press Enterprise finally prints an article regarding the arrest and pending deportation of Moreno Valley Unified school board member Mike Rios’ fugitive wife.

Press Enterprise reporter Laurie Lucas has known of the I.C.E. arrest of Dora Landaverde-Torres back in late September however she refused to touch on the subject, even knowing that it is of great importance to the community of Moreno Valley given the fact her alleged husband is an elected school board official who has knowingly harbored a fugitive from justice for over fifteen years.

Such actions by an elected official should have prompted an immediate response by the local news media, however as usual The Press Enterprise (or at least Ms. Lucas) came up short.

mvgordie.com was aware of Ms. Landaverde’s arrest in late September, however due to the red tape and accessibility to I.C.E. records as well as the Santa Ana City Jail information it took a couple of weeks to obtain proof as to the arrest.

There is more to the story however than that which was printed in the Press Enterprise.

First; Ms. Lucas contacted Mike Rios back in September regarding the rumor of his alleged wife’s arrest, however his response was that it was a rumor which was started by mvgordie on the Moreno Valley Topix web blog, and that it was untrue.

Second; when Ms. Landaverde was taken into custody by I.C.E. agents at her Moreno Valley home, school board member Rios attempted to use his political position to prevent her arrest.

Third; Mr. Rios followed for several miles the vehicle which contained his alleged wife and the arresting agents.

Fourth; board member Rios also accused a fellow school board member of having his wife arrested.

Fifth, Laurie Lucas was provided with information pertaining to Ms. Landaverde’s 1996 drug conviction in Orange County, as well as her current booking number with the Santa Ana City Jail, INS file number and all other identifying information as proof of Ms. Landaverde’s arrest on immigration charges which stemmed from her illegal reentry into the United States one year after her deportation as an aggravated felon (drug sales and distribution).

Sixth; on October 17^th mvgordie received a phone call from Moreno Valley Board member Mike Rios demanding that the post regarding his wife’s arrest be taken down, as it would hurt his wife and children, as well as his political career.  However said request was denied, which resulted in Mr. Rios’ request for assistance from mvgordie in finding ways to help his alleged wife remain in the United States. This request was granted for a limited time, and only as it pertained to the needs of the children, as Mr. Rios and Dora had made their mistakes a long time ago.

Seventh; Mr. Rios was well aware of his alleged wife’s past as well as her illegal status in the United States, as he himself attempted to “fix her paperwork,” so that she could remain in the U.S…  However his attempt failed and he and Dora were served a “Notice to Appear Letter” from immigration, but chose to simply ignore it and go on about their lives as if it meant nothing.

Eighth; mvgordie was deeply involved in many hours of legal research into all areas of case law, as well as in email exchanges with Ms. Landaverde’s attorney of record for this most recent matter, up to and including a conference call between Mr. Rios, Dora’s attorney (Mihail Kantchev) and mvgordie. Letters and legal opinions were also forwarded through Mr. Rios to yet a second attorney, known only to mvgordie as a criminal defense attorney hired by Mr. Rios out of dissatisfaction with the results of the original immigration attorney.

Ninth; Mr. Rios was seeking an appeal of the current deportation order issued by the court on the last date of contact between he and mvgordie, but to this date the court shows no record of the filing of any such appeal on behalf of Dora Landaverde-Torres, who remains in the custody of I.C.E. at the Santa Ana City Jail.

What is interesting is how Michael S. Geller an attorney out of Riverside California was given credit for doing early legal research in this matter, yet his name was never mentioned by Mike Rios as being involved in the case, that is until Mr. Rios ceased his contact with mvgordie (after mvgordie received in excess of 50 phone calls in a three day period from Mr. Rios). I guess Mr. Geller, Mr. Benzeevi, and Mr. Stephens might have feared that one of theirs may talk too much to mvgordie, and that had to STOP.

In no way does mvgordie.com feel she is innocent and should be allowed to stay in country, however I do feel her children have the right to some say in the issue, and that is the only reason mvgordie.com agreed to assist for a limited time only. Nor does mvgordie.com believe that Mr. Rios, who knowing aided and abetted an know fugitive, and a drug dealer evade the law for more than fifteen years be allowed to remain on the Moreno Valley Unified School Board.  Mr. Rios has shown through his ongoing actions that his credibility, moral character, and his own prior arrest records for crimes of violence prove him to be unfit for the position as an elected representative of the people and children of Moreno Valley.

As you watch the following video, keep an open mind, that for the longest time, Councilwoman Hastings has been making decisions based on information provided to her by the City Staff, and City Manager, most of which was totally incorrect or just plain lies.

To later accuse her of flip flopping as Mayor Stewart does in this video, fails to take into account her new knowledge of the factual information which was not provided by City Staff during prior questioning by Ms. Hastings. It’s not flip flopping if you are now basing your decisions on true and correct information that was not provided to you in the past; it’s just doing the right thing based on the proper information.

Shame on the others for not following suit (William Batey not included, he did the right thing from the start).

However no reasons were given by Councilman Molina as to the nature of his recusal from the vote, which came well after the City Staff reports on the legislation to be voted on, as well as all public comments related thereto.

Recusal is a part of California Law under Government Code Section 8700, which requires members of specific governmental offices to abstain from participating in, advocating of, and voting for or against, or in any way influencing a decision on any matter for which they have a financial interest in, or one which involves a person or entity for which they have received compensation from within the last twelve months.

In this matter the public has been left to only surmise the reasoning for said recusal, as no statement was made on the record as required by law for such recusal by Councilman Molina.

Mayor Richard Stewart did in fact address the issue with the City attorney, as to the nature of the recusal, and the required public disclosure under California law, however he was informed by the City attorney, no such statement would be required as the recusal was not based on a conflict of interest.

One needs to ask then why the act of recusal was used, along with the Councilman’s exiting the chambers during the actual voting process.

At this point all discussions had been completed, not only in Councilman Molina’s presence, but including his full participation in all aspects of the issue before the Council, with exception of
the vote itself.

The public is left to ponder the true reasons of the recusal, as well as the timing of it. By the point of which said recusal took place, if any conflict of interest did exist involving Council Molina, would
that have been made public after the law had already been breached by his active participation in all aspects of the topic before the Council, with the exception of the final voting?

If Council Molina had only wished not to vote yea or nay on these particular items, he could have done so without any need of recusal by simply abstaining during the voting process of the City Council. But apparently through the City’s legal counsel, he apparently was advised to use the avenue of recusal (based on his statements following his break to meet with the City attorney), however a bit late given California Government Code, and its interpretations as set forth by the Fair Political Practice Commission and California case law.

With all the hoopla about the jobs this project and employer were going to bring here to Moreno Valley, and none of it came true, no wonder it’s all been kept a secret.

Just think back to 2009 to what those naysayers were saying about this project, they were saying, “NO JOBS” for Moreno Valley that all the jobs would be filled by current Skechers employees, well they were right.

I guess Highland Fairview and Skechers U.S.A. Inc. gave YOU the CITIZENS of Moreno Valley the one finger salute, buy hey look at the bright side, they will gladly take your money.

So send them a message back, and shop elsewhere.

Morkus will be replaced by none other than the highly questionable Tom DeSantis who left the City of Riverside in disgrace just happy not to be in jail.

This is the same Tom DeSantis who bought guns back in 2005, the year Brad Hudson became city manager of Riverside and hired Tom DeSantis to be his assistant. Also purchased were badges similar to those used by the Riverside police department which were ordered in 2007, the same year that City Council members had access to cars with cold plates, according to depositions and city records.

Also involved was Michael Beck another assistant to Riverside City Manager Mr. Hudson, who is now the City Manager of Pasadena and the new boss of the wife of Moreno Valley’s Barry Foster. She too was a one time employee with the City of Riverside. Siobhan Foster herself is no stranger to controversy, and is currently who in a lawsuit filed in 2010, alleges that Foster instructed public works staff in Riverside to forgo the competitive bidding process for city contracts in clear violation of the Riverside’s municipal code.

The suit, which also names the city of Riverside, goes on to allege that Foster permitted projects without inspections and also claims that when two whistle-blowers threatened to come forward, Foster told a former city employee, “If this gets out, I’m out.”

The suit alleges that Foster sent two city employees to Riverside City Council meetings to “keep tabs” on the two potential informants (source Pasadena Star News).

I know you just can’t make this crap up. Moreno Valley is like Disneyland’s famous attraction, it’s a small world (it’s a small world in deed).

But what does Moreno Valley City Manager have to say about his decision to hire Tom Desantis with all that baggage?   “What does talent have to do with people’s mistakes?” Garcia said of DeSantis’ previous job.

Well fool, it says a great deal about the man’s character, or the lack thereof.

Tell me it wasn’t map 9 at all costs.

Here is the text message left on Topix: “I just wanted you to know that your site “MVGordie” is now blocked by MVUSD web system. Now I cannot share the ongoing “show” about one of our board members.”

Well  I’m not surprised in anyway, if you have issues you wish to hide from the public, such as Board Member Mike Rios, that’s one way to do so. However it isn’t like the public at large needs to utilize their web server in the first place, they can simply view this blog from the comfort of their own homes.

mvgordie.com is proud to have been block, it means we are doing something right. It is the district (who if the blocking is correct) which is in the wrong. To go to such lengths to hide from their employees the facts surrounding an elected board member, is equal to squashing the rights afforded through the United States Constitution.

The MVUSD, is not a private employer, but a government entity which we control, this action if found to be true would account for the districts refusal to respond to my information request etc…

It isn’t my fault that Mike Rios was elected and is an embarrassment to the district, nor is it my fault for the recent arrest of Board Member Rios’ wife for prior drug charges, her past deportation and illegal re-entry.

Mrs. Rios is still in custody pending deportation, an issue I am well aware of, because as the better man, I have been assisting Mr. Rios in her defense. A situation which I agreed to assist in for the benefit to his children and wife, and NOT on his behalf (All things regarding Mr. Rios remain the same).

This assistance was at the request of Mike Rios himself, it was he who contacted me requesting I remove the post about his wifes arrest, but I refused. Mr. Rios then begged for my assistance which I then agreed to do.

Mr. Rios knows that I am not an attorney, but he felt if anyone could assist him in such a short time in getting case-law and other information on how to defend his wife, it was mvgordie.

The rumor apparently started with Mr. Rios after arriving late to a scheduled meeting of the Board of Education on September 27^th, 2011 after expressing his reasons for his lateness on family issues surrounding the arrest of his wife Dora Rios from their Moreno Valley home.

I was informed early on that members of the Press Enterprise later attempted to contact Mr. Rios regarding this matter; however he failed to return their phone call. I was later informed that board member Rios did however make a call to the Press Enterprise at a later date, during which it was alleged he (Rios) claimed it to all be a lie which was posted on the internet by mvgordie, however those who follow this blog on a regular basis would know that no such statements, or allegations were posted here within this site, until this date.

I have been in constant contact with I.C.E. officials as well as the Santa Ana City Jail, who is contracted to hold those arrested and held by I.C.E. officials. The true name of Mr. Rios’ wife is that of Dora
Landaverde-Torres the name she is currently being held on in Santa Ana.

Ms. Rios-Landaverde is being held for a 1996 drug conviction out of Orange County, one for which I have been aware of for over two years now but have been sitting on until this date.

Ms. Rios-Landaverde was booked into the Santa Ana City Jail under the name, Dora Landaverde-Torres with a booking number of 1100004299, and an I.C.E. case No. of LLSRB A074422265.

I have had quite a bit of traffic in search of this information; however needed some form of confirmation prior to addressing the issue.

Some have even addressed their concerns as to if Mr. Rios would leave her out to hang for his own political aspirations as shown in this following post:

October 12^th, 2011.  “I am very concerned for Mike Rios’ wife, Karina (stage name) a stripper at Tropical Lei in Upland, who is in jail on a previous immigration violation.  I am a customer and friend.  I just heard the news from another dancer that works with her that Mike Rios, her husband, is trying to keep this hush-hush during this election cycle.  She is a wonderful person with a real heart of gold.  She does not deserve to be abandoned just for her husband’s political ambitions.”

As for the claims made within this post, I have yet to confirm their accuracy, however it does reflect others concerns for Ms. Rios-Landaverde, and their opinion of Mr. Rios.

I would like to add that my family and I have known Dora Rios, and she seemed like a very nice woman and mother, I too am concerned as to where Mike Rios will stand on this issue, will he do as normal, and play the victim and say he knew nothing about his wife’s past, or that she was on the run for fifteen years from immigration?

Well if what I was informed is true and correct, Mike Rios has already showed which way he intends to go. First he denied it all, and placed the blame on mvgordie (playing the victim), when the whole time he knew the truth, but as usual, he is unable to discern the truth from fiction in his mind.

My deepest sympathy goes out to those who sit on the Moreno Valley Board of Education, as well as the districts employees and those who attend the meetings, as this will no doubt start yet another folly of futile attempts by Board Member Rios and his squeeze Alicia Espinoza, to cover up yet another skeleton from Mike Rios’ closet. Soon you will be co-conspirators, and well known racists.

Although an important meeting such as school board meeting is not the place for these two to perform their act, as it lacks of professionalism and class, what more could you expect from a true hater such as Ms. Espinoza, and a habitual liar and narcissistic individual like board member Rios.

My advice is just sit back and enjoy the Rios and Espinoza Dog and Pony Show while it lasts.

A word to the wise, watch what will be happening around the Highland Fairview Corporate Park Project and CIP projects and funding.

How did you like the part where Iddo Benzeevi’s little puppet throws his childish uneducated temper tantrum, and to think, he is an elected official. You’d think he was from Oz, and a member of the lollipop guild.

According to the above, the City is seeking 30 Million Dollars more than is needed, based on the SR-60 interchange is 100% Federally Funded, or is it?

His plea to the non-citizens of Moreno Valley came at the heals of a letter read only in Spanish by Councilman Jesse Molina which was written by Christopher Baca, a know activist for the undocumented.

Marcelo Co said he was referencing the statement made By Mr. Molina in Spanish when he made his plea to the non-citizens for participation in drawing up new voting districts, an odd request considering that non-citizens lack the right to vote in our elections (or does he know something we don’t regarding who is voting in Moreno Valley).
